The Personal Assistance Services Council (PASC) is the public authority for In-Home Supportive Services (IHSS) in Los Angeles County. PASC was established by the County Board of Supervisors in 1997, and its main goal is to enhance the IHSS Program.
PASC serves as the employer of record, representing over 180,000 IHSS consumer in collective bargaining over provider wages and benefits.
